| | The FORMAT() function formats "Number" into a string, adding separators and rounding to "Decimals".
If the specified "Decimals" is 0, it will be rounded to a integer number.
Optionally, a locale value can be specified in "Region" to format according to the pattern for the respective region.
If "Number" or "Decimals" are strings, they are interpreted as numbers.
If "Decimals" is an empty or invalid string, it is interpreted as 0.
The maximum value for "Decimals" is 32, larger values produce 32 decimals.
